  不斷推進(jìn)的森林資源價(jià)值核算工作自2004年開(kāi)始,國(guó)家林業(yè)局(現(xiàn)國(guó)家林業(yè)和草原局)與國(guó)家統(tǒng)計(jì)局前瞻性地連續(xù)開(kāi)展了三期中國(guó)森林資源價(jià)值核算研究項(xiàng)目工作。研究工作借鑒了《聯(lián)合國(guó)生態(tài)系統(tǒng)核算導(dǎo)則》 《聯(lián)合國(guó)統(tǒng)計(jì)局生態(tài)系統(tǒng)核算》《綜合環(huán)境經(jīng)濟(jì)核算體系—中心框架》等國(guó)際前沿的環(huán)境經(jīng)濟(jì)核算理論和方法體系,以我國(guó)森林資源清查結(jié)果和森林生態(tài)系統(tǒng)定位觀測(cè)研究站數(shù)據(jù)為基準(zhǔn),參考我國(guó)現(xiàn)行國(guó)民經(jīng)濟(jì)核算體系,提出了符合我國(guó)國(guó)情的森林資源價(jià)值核算理論和方法。如何科學(xué)評(píng)價(jià)森林的多種服務(wù)功能和效益,一直是世界各國(guó)學(xué)者研究的重要內(nèi)容。到目前為止,國(guó)內(nèi)外都還沒(méi)有形成一套非常完善的方法體系。2013年召開(kāi)的聯(lián)合國(guó)森林論壇第十屆大會(huì)呼吁,將森林產(chǎn)品和服務(wù)對(duì)國(guó)家和地區(qū)經(jīng)濟(jì)的貢獻(xiàn),以及森林的社會(huì)、文化和環(huán)境價(jià)值對(duì)城鄉(xiāng)社會(huì)的影響,納入國(guó)民經(jīng)濟(jì)核算體系及各級(jí)政策與規(guī)劃之中。黨的十八大強(qiáng)調(diào),將生態(tài)文明建設(shè)融入經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)各方面和全過(guò)程,著力推進(jìn)綠色發(fā)展,把資源消耗、環(huán)境損害、生態(tài)效益納入經(jīng)濟(jì)社會(huì)發(fā)展評(píng)價(jià)體系。2021年4月26日,中共中央辦公廳、國(guó)務(wù)院辦公廳印發(fā)《關(guān)于建立健全生態(tài)產(chǎn)品價(jià)值實(shí)現(xiàn)機(jī)制的意見(jiàn)》,全面部署生態(tài)產(chǎn)品價(jià)值實(shí)現(xiàn)相關(guān)工作。然而,要真正實(shí)現(xiàn)國(guó)民經(jīng)濟(jì)發(fā)展綠色核算,不僅需要頂層理念的突破,也需要技術(shù)研究突破作支撐??上驳氖牵陙?lái),立足將資源與環(huán)境資產(chǎn)的森林及相關(guān)活動(dòng)納入國(guó)民經(jīng)濟(jì)核算體系之中的相關(guān)研究不斷取得突破。2004—2010年,第一期研究構(gòu)建了我國(guó)基于森林的國(guó)民經(jīng)濟(jì)核算框架,出版了《綠色國(guó)民經(jīng)濟(jì)框架下的中國(guó)森林核算研究》專著。2013—2015年,第二期研究借鑒《環(huán)境經(jīng)濟(jì)核算體系2012——中心框架》(SEEA-2012)等國(guó)際上最新研究成果,結(jié)合現(xiàn)行國(guó)民經(jīng)濟(jì)核算體系和全國(guó)森林資源清查結(jié)果,提出了我國(guó)森林資源核算的理論框架和基本方法,出版了《生態(tài)文明制度構(gòu)建中的中國(guó)森林資源核算研究》專著。2016—2021年,第三期研究首創(chuàng)了森林文化價(jià)值評(píng)估方法,編撰了《森林的文化價(jià)值評(píng)估》。三期研究從林地林木資源價(jià)值、森林生態(tài)服務(wù)價(jià)值、森林文化價(jià)值三個(gè)方面,構(gòu)建了定量測(cè)算我國(guó)森林資源價(jià)值存量、科學(xué)反映森林生態(tài)系統(tǒng)功能和作用及森林文化價(jià)值的核算方法,在國(guó)內(nèi)外都具有明顯的先進(jìn)性,為建立健全森林生態(tài)產(chǎn)品價(jià)值實(shí)現(xiàn)機(jī)制,實(shí)現(xiàn)碳中和目標(biāo)和美麗中國(guó)建設(shè)提供了重要科學(xué)依據(jù)。在不斷完善和創(chuàng)新中,中國(guó)森林資源價(jià)值核算研究成效顯著:2008年發(fā)布的行業(yè)標(biāo)準(zhǔn)《森林生態(tài)系統(tǒng)服務(wù)功能評(píng)估規(guī)范(LY/T 1721-2008)》于2020年正式升級(jí)為國(guó)家標(biāo)準(zhǔn)(GB/T 38582-2020);提出了由點(diǎn)到面、由各省(區(qū)、市)到全國(guó)的分布式測(cè)算方法,基本具備從物質(zhì)量和價(jià)值量?jī)蓚€(gè)方面對(duì)全國(guó)森林生態(tài)系統(tǒng)涵養(yǎng)水源、固碳釋氧等主要生態(tài)服務(wù)功能進(jìn)行科學(xué)、系統(tǒng)、全面評(píng)估的條件和能力。

  The continuously advancing forest resource value accounting work began in 2004. The State Forestry Administration (now the State Forestry and Grassland Administration) and the National Bureau of Statistics have carried out three consecutive research projects on China's forest resource value accounting in a forward-looking manner. The research work drew on international cutting-edge environmental economic accounting theories and methods such as the United Nations Guidelines for Ecosystem Accounting, the United Nations Bureau of Statistics Ecosystem Accounting, and the Integrated Environmental Economic Accounting System Central Framework. Based on the results of China's forest resource inventory and data from forest ecosystem positioning observation and research stations, and referring to China's current national economic accounting system, a forest resource value accounting theory and method that is in line with China's national conditions were proposed. How to scientifically evaluate the various service functions and benefits of forests has always been an important research topic for scholars around the world. So far, there has not been a very comprehensive method system formed both domestically and internationally. The tenth session of the United Nations Forum on Forests held in 2013 called for the inclusion of the contribution of forest products and services to national and regional economies, as well as the social, cultural, and environmental value of forests on urban and rural societies, into the national economic accounting system and policies and plans at all levels. The 18th National Congress of the Communist Party of China emphasized the integration of ecological civilization construction into all aspects and processes of economic, political, cultural, and social development, focusing on promoting green development, and incorporating resource consumption, environmental damage, and ecological benefits into the evaluation system of economic and social development. On April 26, 2021, the General Office of the Communist Party of China Central Committee and the General Office of the State Council issued the "Opinions on Establishing and Improving the Mechanism for Realizing the Value of Ecological Products", comprehensively deploying the relevant work for realizing the value of ecological products. However, to truly achieve green accounting for national economic development, it not only requires breakthroughs in top-level concepts, but also technological research breakthroughs as support. Fortunately, in recent years, there have been continuous breakthroughs in the research on incorporating forests and related activities related to resources and environmental assets into the national economic accounting system. From 2004 to 2010, the first phase of research constructed a forest based national economic accounting framework in China and published the monograph "Research on Forest Accounting in China under the Green National Economic Framework". From 2013 to 2015, the second phase of research drew on the latest international research results such as the "Environmental Economic Accounting System 2012- Central Framework" (SEEA-2012), combined with the current national economic accounting system and the results of the national forest resource inventory, proposed a theoretical framework and basic methods for forest resource accounting in China, and published the monograph "Research on Forest Resource Accounting in China's Ecological Civilization System Construction". From 2016 to 2021, the third phase of the study pioneered the forest cultural value assessment method and compiled the book "Assessment of Forest Cultural Value". From three aspects of forest land and forest resource value, forest ecological service value and forest cultural value, the third phase research has constructed an accounting method for quantitatively measuring the stock of forest resource value in China, scientifically reflecting the function and role of forest ecosystem and forest cultural value, which has obvious progressiveness at home and abroad, providing an important scientific basis for establishing and improving the value realization mechanism of forest ecological products, achieving the goal of carbon neutrality and building a beautiful China. Through continuous improvement and innovation, significant achievements have been made in the research of forest resource value accounting in China. The industry standard "Forest Ecosystem Service Function Assessment Specification (LY/T 1721-2008)" released in 2008 was officially upgraded to a national standard (GB/T 38582-2020) in 2020; A distributed measurement method has been proposed from point to surface, from each province (region, city) to the whole country, which basically has the conditions and ability to scientifically, systematically, and comprehensively evaluate the main ecological service functions of forest ecosystems in China, such as water conservation, carbon sequestration, and oxygen release, from both material quality and value aspects.

  在三期研究成果新聞發(fā)布會(huì)上,時(shí)任中國(guó)林業(yè)科學(xué)院院長(zhǎng)劉世榮研究員說(shuō),本次森林資源核算研究,在前兩期研究的基礎(chǔ)上,充分吸收和借鑒國(guó)內(nèi)外最新研究成果,在核算評(píng)估的理論和方法上不斷創(chuàng)新并與中國(guó)森林資源管理實(shí)踐緊密結(jié)合,進(jìn)一步完善了我國(guó)森林資源核算的理論框架和方法體系,在理論與實(shí)踐結(jié)合的應(yīng)用方面處于世界領(lǐng)先水平。劉世榮指出,在林地林木核算方面,本次研究是對(duì)前兩輪核算研究的延續(xù)和深化,主要?jiǎng)?chuàng)新點(diǎn)在于:一是研究制定了新的抽樣方法。本次核算研究在完善調(diào)查抽樣方法基礎(chǔ)上,完成了《林地林木資源價(jià)值核算技術(shù)經(jīng)濟(jì)指標(biāo)調(diào)查技術(shù)規(guī)程》。林地林木資源價(jià)值核算技術(shù)經(jīng)濟(jì)指標(biāo)調(diào)查以省級(jí)行政區(qū)域?yàn)榭傮w,采用二階不等概率的抽樣方法調(diào)查樣本指標(biāo),推算總體林地、林木資源資產(chǎn)狀況的指標(biāo)均值。采用二階不等概率抽樣方法,可以在保證抽到更多具有典型性樣本的基礎(chǔ)上,確保樣本均值對(duì)總體均值的代表性。二是建立了核算數(shù)據(jù)填報(bào)反饋機(jī)制。正式調(diào)查前,專門組織專家開(kāi)展數(shù)據(jù)調(diào)查培訓(xùn)工作,對(duì)全國(guó)31個(gè)省(區(qū)、市)林草部門和各大森工集團(tuán)的相關(guān)工作人員進(jìn)行集中培訓(xùn),詳細(xì)解釋調(diào)查表的調(diào)查方法、調(diào)查指標(biāo)解釋和調(diào)查方案等,并建立了調(diào)查指標(biāo)數(shù)據(jù)分析溝通機(jī)制;各省、縣、國(guó)有林場(chǎng)和鄉(xiāng)鎮(zhèn)建立了多層次組織管理體系,全國(guó)近500個(gè)國(guó)有林場(chǎng)和鄉(xiāng)鎮(zhèn)參與調(diào)查工作。在森林生態(tài)系統(tǒng)服務(wù)方面,在本次評(píng)估中,森林生態(tài)連清技術(shù)體系得到進(jìn)一步完善。在標(biāo)準(zhǔn)體系方面,增加了3項(xiàng)國(guó)家標(biāo)準(zhǔn),分別為《森林生態(tài)系統(tǒng)長(zhǎng)期定位觀測(cè)指標(biāo)體系》(GB/T 35377-2017)、《森林生態(tài)系統(tǒng)長(zhǎng)期定位觀測(cè)方法》(GB/T 33027-2016)和《森林生態(tài)系統(tǒng)服務(wù)功能評(píng)估規(guī)范》(GB/T 38582-2020),提升了各森林生態(tài)站及輔助監(jiān)測(cè)點(diǎn)森林生態(tài)連清數(shù)據(jù)的準(zhǔn)確性和可比性;在評(píng)估指標(biāo)和評(píng)估方法方面,借鑒國(guó)外典型評(píng)估案例和項(xiàng)目組近年來(lái)的研究成果,在生物多樣性保護(hù)功能、森林康養(yǎng)功能、滯塵功能的評(píng)估方法上進(jìn)行了修正和完善,首次在全國(guó)尺度上對(duì)森林植被滯納TSP(總懸浮顆粒物)、PM10、PM2.5指標(biāo)進(jìn)行單獨(dú)評(píng)估,并在森林生態(tài)功能修正系數(shù)集上實(shí)現(xiàn)了突破;在社會(huì)公共數(shù)據(jù)方面,依據(jù)《中華人民共和國(guó)環(huán)境保護(hù)稅法》規(guī)定的《環(huán)境保護(hù)稅稅目稅額表》中相關(guān)應(yīng)稅污染物當(dāng)量值和征收稅額對(duì)森林凈化水質(zhì)、森林吸收污染氣體和滯塵功能的價(jià)值量進(jìn)行了評(píng)估。在談到森林文化價(jià)值評(píng)估時(shí),國(guó)際竹藤中心主任江澤慧指出,森林是人類文明的搖籃,蘊(yùn)育和承載著巨大的自然資產(chǎn)和文化財(cái)富,人類與森林共生所創(chuàng)造的森林文化價(jià)值是森林生態(tài)系統(tǒng)服務(wù)價(jià)值的重要組成部分,是森林對(duì)人類的身體健康、生活質(zhì)量和精神發(fā)展所產(chǎn)生的積極影響的現(xiàn)實(shí)反映。森林文化價(jià)值評(píng)估的創(chuàng)新點(diǎn)在于:一是提出了“人與森林共生時(shí)間”理論,并將其作為森林文化價(jià)值評(píng)估量化轉(zhuǎn)換的主導(dǎo)元素。森林文化價(jià)值評(píng)估,是由多種類型、多項(xiàng)指標(biāo)、多個(gè)因子融合的多目標(biāo)、貼和實(shí)際的綜合評(píng)估體系。本項(xiàng)研究發(fā)現(xiàn),森林的文化價(jià)值與人在森林中停留、共生互動(dòng)的時(shí)間成正比,其價(jià)值高低、與自然力的作用、森林資源要素和環(huán)境結(jié)構(gòu)密切相關(guān),不同區(qū)域森林的文化價(jià)值存在梯度差異。因此,以“人與森林共生時(shí)間”作為森林文化價(jià)值評(píng)估量化轉(zhuǎn)換的主導(dǎo)元素,引入森林文化價(jià)值評(píng)估指標(biāo)體系的綜合指標(biāo)系數(shù),創(chuàng)建了森林文化物理量和價(jià)值量的評(píng)估方法。二是構(gòu)建了森林文化價(jià)值評(píng)估指標(biāo)體系。包括8大類一級(jí)指標(biāo)(審美藝術(shù)、身心康養(yǎng)、休閑體驗(yàn)、科研教育、文明演進(jìn)、傳統(tǒng)習(xí)俗、倫理道德、制度規(guī)范),22項(xiàng)二級(jí)指標(biāo),53項(xiàng)評(píng)估指標(biāo)因子,同時(shí)融合了“森林資源本體文化價(jià)值評(píng)估”,包括歷史的悠久度、級(jí)別的珍貴度、影響的廣泛度、文化的富集度、文化的貢獻(xiàn)度五大要素。將指標(biāo)體系權(quán)重評(píng)估定性法,應(yīng)用于既定區(qū)域森林文化質(zhì)量定性的分級(jí)評(píng)估。江澤慧指出,森林文化價(jià)值評(píng)估對(duì)生態(tài)文明建設(shè)的意義體現(xiàn)在:“中國(guó)森林的文化價(jià)值評(píng)估研究”作為一項(xiàng)開(kāi)創(chuàng)性的人文科學(xué)與自然科學(xué)相結(jié)合的交叉科學(xué)研究,在引入時(shí)間價(jià)值理論、自然價(jià)值理論、協(xié)同理論和梯度理論基礎(chǔ)上,以“人與森林共生時(shí)間”為核心,鏈接森林文化價(jià)值評(píng)估指標(biāo)體系綜合指標(biāo)系數(shù)和第九次全國(guó)森林資源清查結(jié)果,創(chuàng)新性地提出了森林文化物理量和價(jià)值量的價(jià)值評(píng)估法,在國(guó)際和國(guó)內(nèi)尚屬首創(chuàng)。研究成果對(duì)于進(jìn)一步提升社會(huì)對(duì)森林多種價(jià)值的認(rèn)識(shí),傳承與弘揚(yáng)中華優(yōu)秀傳統(tǒng)生態(tài)文化,增強(qiáng)文化自信、文化自覺(jué)等具有重大意義,特別是為踐行習(xí)近平總書(shū)記“綠水青山就是金山銀山”理念提供了理論和實(shí)踐支撐。同時(shí)對(duì)區(qū)域生態(tài)文明建設(shè)的成效評(píng)估和探索森林生態(tài)系統(tǒng)生產(chǎn)總值測(cè)算,具有重大意義。“我想前三次的森林資源價(jià)值核算研究的意義,一是體現(xiàn)在理論層面,我們?nèi)〉昧艘恍┲匾黄坪蛣?chuàng)新成果,為科學(xué)認(rèn)識(shí)森林奠定了重要基礎(chǔ);二是在實(shí)踐層面,通過(guò)十五年的核算研究為今天從學(xué)術(shù)層面推向具體實(shí)踐層面奠定了很好的基礎(chǔ),只有把算法落到實(shí)處,森林資源價(jià)值核算這項(xiàng)工作才有真正的意義。”國(guó)家林草局科技司負(fù)責(zé)人說(shuō)。

The investigation of technical and economic indicators for the value accounting of forest land and forest resources takes provincial administrative regions as the overall population, and uses a second-order unequal probability sampling method to investigate sample indicators and calculate the average indicators of the overall forest land and forest resource asset status. The use of second-order unequal probability sampling method can ensure the representativeness of the sample mean to the population mean while ensuring the collection of more typical samples. Secondly, a feedback mechanism for accounting data reporting has been established. Prior to the formal investigation, specialized experts were organized to conduct data investigation training, providing centralized training to relevant personnel from forestry and grassland departments and major forestry groups in 31 provinces (regions, cities) across the country. The forest cultural value created by the coexistence of humans and forests is an important component of the forest ecosystem service value, and a realistic reflection of the positive impact of forests on human physical health, quality of life, and spiritual development. The innovation of forest cultural value assessment lies in the proposal of the "coexistence time between humans and forests" theory, which serves as the leading element for the quantitative transformation of forest cultural value assessment. The evaluation of forest cultural value is a comprehensive evaluation system that integrates multiple types, indicators, and factors, with multiple objectives, relevance, and practicality. This study found that the cultural value of forests is directly proportional to the time people spend in the forest, coexisting and interacting. Its value is closely related to the role of natural forces, forest resource elements, and environmental structure. There are gradient differences in the cultural value of forests in different regions. Therefore, taking "the coexistence time between humans and forests" as the main element for quantifying the evaluation of forest cultural value, a comprehensive index coefficient of the forest cultural value evaluation index system was introduced to create an evaluation method for the physical and value quantities of forest culture. Secondly, a forest cultural value evaluation index system has been established. It includes 8 primary indicators (aesthetic art, physical and mental health, leisure experience, scientific research and education, civilization evolution, traditional customs, ethics and morality, institutional norms), 22 secondary indicators, and 53 evaluation index factors. At the same time, it integrates the "evaluation of the cultural value of forest resources", which includes five elements: the long history, the preciousness of the level, the wide influence, the enrichment of culture, and the contribution of culture.
