1、苗木評估人員的確定

評估人員專業素質的高低，直接影響著苗木評估工作的質量。評估人員的的選擇主要從以下幾個方面進行：一是參與苗木評估的工作人員要有較扎實的林業經濟專業知識和具有豐富的鄉土樹種苗木經營、利用、管理的實踐知識。二是參與苗木評估的工作人員要有良好的職業道德。牢固樹立“為民造福、為政府爭光、為城建做貢獻”的思想，樹立牢固的世界觀、人生觀、價值觀，強化與城市拆遷工作同命運的責任感。三是參與評估的工作人員要有較強的法制觀念。認真遵循拆遷的法律法規，不評人情苗，不搞特權事，經受住各種誘惑和不正之風的考驗。不以權謀私，徇私枉法，使評估工作科學化、規范化、制度化。

4 苗木數量的確定

由于受經濟利益的驅使，在規劃拆遷區內有大量的苗木存在是一個不爭的事實。怎樣來確定成片苗木的數量;筆者根據經驗建議，對于苗木種植面積較小地塊，適合用樣方進行測定。在苗木區內選取苗木高度、密度較為均勻且具有一定代表性的地段，劃定1 m×1 m的樣方地進行苗木測定。樣方地的設定數量以苗木種植面積的大小而確定，一般不少于5個。對于苗木種植面積較大的地塊，適合用樣帶進行測定。苗木種植面積較大的地塊，根據現場實際，要設定株行距較為均勻，又具有代表性的地段進行樣帶測定，樣帶寬度一般為2.0~2.5 m，帶與帶之間的距離保持在6~8 m，樣帶長度以實際苗木種植面積的邊界為長，且樣帶的長度要基本相同。對珍稀苗木的測定，要利用逐個編號法進行清點。

6 苗木的安置

補償協議簽訂完成后對苗木的安置，雖然與評估人員已無太大關系，但因為評估價格的性質和價格大小也對苗木安置產生一定的影響。苗木安置一般分為2種：以市場價格進行的評估，由政府或委托方進行收購后安置。以搬遷價格進行的評估，由被拆遷方對苗木進行自行處理。筆者在對苗木安置進行調查中發現，同一批苗木經過多次搬遷而多次進行評估的現象依然存在，此現象已經成為苗木補償中一條灰色的產業鏈，對各方面的危害極大，希望引起有關部門和人員的關注。
